Active Efficiency Collaborative Structure

Steering Committee

The Steering Committee oversees the Collaborative. Comprising corporate executives, policymakers, and non-governmental thought leaders, the Steering Committee has the collective capacity to ignite market transformation. The responsibilities of the Steering Committee are to:

  • Provide guidance and approval on Collaborative deliverables, including those generated by the Working Teams.
  • Convene quarterly to discuss Collaborative priorities, projects, interim deliverables, and future avenues for engagement.
  • Promote the work of the Collaborative through a variety of platforms, including marketing materials, events, and/or as a spokesperson.

Active Efficiency Working Teams

The Steering Committee is supported by project-based Active Efficiency Working Teams. The responsibilities of the Working Teams are to engage – primarily through conference calls – every four to six weeks in collaborative discussions on how to advance and promote Active Efficiency in policy, programs, and markets. Working Teams also coordinate on specific, high-priority deliverables (e.g., roundtables, policy roadmaps, white papers), such as by providing feedback, review, and preliminary drafting of materials. The Steering Committee will assess the number and focus of Working Teams on an annual basis and adjust as necessary. The roster of approved 2020 Working Teams include:

  • Strategy Working Team: Dedicated to exploring the substantive boundaries of Active Efficiency and the opportunities to advance policies, programs, and markets that encourage Active Efficiency. As the Team identifies opportunities, it will pursue outlets to push the conversation forward, such as through blogs or roundtables, or development of guiding principles, case studies, or discussion briefs. These activities may serve as launchpads for discussion with the Steering Committee to foster greater collaboration and inform the direction of the Collaborative.
  • Marketing & Branding Working Team: Focused on establishing a campaign to publicize and communicate the Active Efficiency framework and its insights, driving adoption of the concept, participation in the initiative, and deployment of its recommended policies and programs.
  • Performance-based Utility Programs Working Team: Focused on exploring innovative models for performance-based, system-level utility programs delivered by energy service providers, with a focus on existing non-residential buildings.

The Working Team members include representatives from the following organizations: ABB, Ameresco, California Energy Commission, Chelan PUD, DuPont, Edison Electric Institute, Google, ICF, Intel Corporation, Lawrence Berkeley National Laboratory, Legrand, Lime Energy, National Association of Regulatory Utility Commissioners, National Association of State Energy Officials, National Grid, New York Power Authority, Rocky Mountain Institute, Sacramento Municipal Utility District, Schneider Electric, Seattle City Light, Siemens, Snohomish County PUD, Southern California Edison, Trane Technologies, TRC Companies, and Uplight.


Partners are supporting organizations invited by the Alliance to help raise awareness of the Collaborative and its deliverables through their respective communications platforms (e.g., newsletters, blogs, social media, events). Partners receive Alliance benefits including, but not limited to, acknowledgement of their Partner status and invitations to Collaborative events.
