Clean Energy Week Continues
On Tuesday February 2, Alliance Board members and Associates joined clean energy advocates to celebrate the inaugural Clean Energy Week (CEW; February 1-5, 2010) at a cocktail reception in Washington, D.C.

What an exciting week here at the Alliance! It opened with a press conference to launch the inaugural Clean Energy Week (be sure to catch the webcast of this event), which the Alliance is spearheading with a number of other clean energy advocates. If you haven't yet caught one of the many presentations, talks, or receptions associated with this event and you happen to be in snowy Washington, I urge you to visit the CEW website and find one that fits your schedule.

FY2011 Federal Budget Proposal: the Details

Also on Monday, the Obama Administration released its FY2011 budget proposal. As I noted in our follow-up press release, the administration's energy efficiency requests were mighty strong, calling for increased funds for energy efficiency projects while the rest of his budget asks remained relatively flat.


Danfoss Announces EnVisioneer of the Year Award Competition
Associate Danfoss announces the inaugural EnVisioneer of the Year award competition, recognizing those who have demonstrated the Danfoss EnVisioneering™ core values and have used Danfoss products to realize significant energy and environmental savings. Danfoss will make a donation to the Alliance in honor of this year's winner.

Alliance and Partners Launch Clean Energy Week
On Monday the Alliance and partners held a webcasted news conference to mark the launch of Clean Energy Week. First item on the agenda was to issue a call for the Congress to enact clean energy legislation as soon as possible.

CEEP Launches New Website
This week, the Clean and Efficient Energy Program (CEEP) launched an interactive new website, www.cleanefficientenergy.org, where energy efficiency program managers from public power utilities can share experiences, best practices and educational resources.

Policy Analysis: FY 2010 Federal Energy Efficiency Programs Funding

Last week, a veterans medical center in Houston, Texas became the 100th U.S. facility to be certified through the Green Building Initiative's Green Globes rating system, which recognizes achievements in energy efficiency and environmental management practices.

With concerns mounting that the Congress may fail to enact climate and energy legislation this year, we are dialing up our advocacy efforts at the Alliance.  We are teaming with more than 30 organizations, interest groups, businesses and associations to create the first-ever Clean Energy Week, which will occur February 1-5 here in Washington, D.C.  

Friends, we will be asking you to join us as we push for the Congress to put legislative action on strong climate and clean energy legislation back where it belongs – on the front burner!  Poll after poll shows that the American people want clean energy legislation; and businesses from coast-to-coast are standing up to say that such legislation is vital not just to the world’s environment, but to our effort to rebuild the economy and enhance our energy security. 

During Clean Energy Week, more than 120 CEOs are coming to D.C. to meet with Members of Congress to urge them to enact meaningful legislation – and the Alliance will be right here with them. 

The Clean Energy Week agenda features a host of informative conferences, workshops, receptions, seminars, briefings, blogs and outreach activities. Alliance Board Member Accepts Presidential Nomination

Dr. Marilyn Brown This year, the energy efficiency community will see one of its stars rise to even greater heights. Dr. Marilyn A. Brown has been nominated by President Obama to join the Tennessee Valley Authority’s (TVA) Board of Directors and will subsequently step down from her position on the Alliance Board of Directors, which she has held since November 1998.

From the President's Desk: January 14, 2010

2010 has brought with it changes and new opportunities for the Alliance, and I’d like to highlight a few of those for you.  First, with the start of the new year, we welcome new industry leadership on our Board of Directors as Peter Darbee, the president and CEO of PG&E takes over the gavel from our out-going industry co-chair, Jim Rogers, chairman, president and CEO of Duke Energy.  The Alliance has been blessed over the past several years with incredible leadership and I am certain that the level of excellence will be maintained during Peter’s tenure!

While we are not saying “good-bye” to Jim, as he has agreed to continue to serve as a Board member, I do want to take a moment to thank him, profusely, for his service to the Alliance, its staff, its Associates, its Board and its mission.  Jim’s tenure saw impressive growth in the organization and he also was a key catalyst in the amazing progress that has been made in spreading the awareness and putting in place the policy infrastructure to ensure that energy efficiency truly becomes the “first and best fuel” for powering our economy in the 21st century. Evaluation, Measurement, and Verification
An integral part of convincing politicians and the public that energy efficiency is worth funding will be the ability to accurately quantify the savings that result. Evaluation, measurement, and verification (EM&V) protocols, therefore, must be a key component of any successful energy efficiency program or policy. But accurately measuring the savings that result from energy efficiency policies and programs can be quite difficult, requiring detailed data, precise reporting, and sophisticated analysis.

Improving Energy Efficiency in Caribbean and Central America Water Utilities

November 2, 2009 – This past October the Alliance played a key role in two workshops focusing on efforts to save energy and water in Central American and the Caribbean, where the Alliance is partnering with Econoler International on two projects funded by the Inter-American Development Bank (IDB), “Energy Efficiency for Caribbean Water and Sanitation Companies,” and “Energy Efficiency in Water Utilities in Central America”. Based on Watergy practices and energy management trainings, these two projects aim to improve supply-side energy efficiency in seven Caribbean countries and reduce energy costs within the water and sanitation sector in three Central American countries.


Summary of the Clean Energy Jobs and American Power Act of 2009 (CEJAPA)
Senators John Kerry and Barbara Boxer released the Chairman’s mark of the Clean Energy Jobs and American Power Act of 2009 (CEJAPA) on October 23rd, 2009. This climate bill establishes a strong cap-and-trade program to reduce greenhouse gas emissions and authorizes complementary policies and funding to achieve reductions under and beyond the cap, provide transitional assistance, and spur a clean energy economy. If this bill is passed by the Senate Environment and Public Works Committee, it will be combined with related Senate bills, including the Senate Energy Committee’s American Clean Energy Leadership Act (S. 1462), before it reaches the Senate floor. New Energy Efficiency Tax Credit Bills Introduced in U.S. Senate

A partnership of Alliance and several other national organizations (including the Air-Conditioning, Heating, and Refrigeration Institute (AHRI); the National Association of State Energy Offices (NASEO); ASHRAE; AIA; and the New Buildings Institute) is organizing a broad-based public-private consortium to submit a proposal to DOE for a $1 million, 3-year project to help identify and advance market acceptance of technologies and practices needed to move commercial buildings toward “net-zero energy” performance by 2050.

American Clean Energy Leadership Act of 2009 (ACELA)
The Senate Energy and Natural Resources committee reported the American Clean Energy Leadership Act, a unified energy bill, on June 17th, 2009. The bill contains significant energy efficiency provisions including greatly strengthened building codes, a renewable electricity standard with an energy efficiency component, and new energy efficient product standards. ACELA sets no carbon reduction requirements.

Alliance Joins Forces with Lawrence Berkeley National Laboratory in Lake Victoria Basin

Water, energy and climate change are pivotal issues in a new project explicitly titled “Climate Change Vulnerability and Infrastructure Investment Assessment and Analysis for Small Scale Water Utilities in the Lake Victoria Basin.” With funding from UN Habitat’s Water and Sanitation Trust Fund, the Alliance will partner with Lawrence Berkeley National Laboratory (LBNL), Stockholm Environment Institute-US Center (SEI-US) and Climate XL to carry out the project, which is scheduled to last 18 months and encompass water utilities in Kenya, Tanzania and Uganda.

Why: "The lack of access to clean energy in South Asia - and often energy in any form - makes life extraordinary difficult for women in the region," explains U.S. Energy Association Senior Program Coordinator Sarah Blanford. Because energy is at a premuium, the need for energy efficiency in the home is especially important to women in South Asia, the majority of whom are the primary caretakers of their home. Ms. Callahan's presentation focused on three areas in which energy efficiency can alleviate household energy consumption: the built environment, household appliances and consumer behavior. BCAP Helps the City of San Antonio Improve Buildings Codes Through Mayor's Mission Verde

Why: The IGEBC2009 is one of the premier buildings conferences held in China; this year five Chinese ministers made presentations in the opening plenary session. Brian Castelli presented at the IGEBC2009’s U.S. Technology Seminar, jointly organized by the U.S. Department of Energy (DOE) and U.S. Foreign Commercial Service (FCS) in Beijing. The presentation focused on the policies and practical steps to achieve net zero energy building goals in the United States and the importance of such advanced buildings for China’s development. Brian Castelli also participated in a private meeting with U.S. DOE representatives and Vice Minister of Housing, Urban, and Rural Development Qui Baoxing. Vice Minister Qui stressed the need to accelerate the collaboration with the U.S. on energy efficiency issues related to construction and water sectors, and reaffirmed his interest in signing a Memorandum of Understanding with the U.S. on the creation of a Center of Excellence in Beijing (the latter project to be run by the Alliance for DOE). The Alliance, in concert with the U.S. DOE (a principal sponsor of IGEBC2009) and the FCS, organized their booth at the U.S. Pavilion of the Expo. In addition, Nils Peterman gave a presentation on the National Fenestration Rating Council’s Windows Collaborative Program in China, which focused on adopting labeling standards for windows.


Stimulus Resources: The American Recovery and Reinvestment Act of 2009 (ARRA)
Signed into law by President Barack Obama on February 17, 2009, the American Recovery and Reinvestment Act (ARRA) is the single greatest federal investment in energy efficiency in United States history. The stimulus includes more than $25 billion dollars for core energy efficiency programs and billions more which can be directly or indirectly applied to energy efficiency projects. Our Stimulus Resources page provides a clearinghouse of information about the energy efficiency funding in the American Recovery and Reinvestment Act.

Greening the Campus, Building the Workforce

In January of this year, President Obama instilled hope in job seekers in the energy field – including those from the Alliance’s Green Campus Program – with the following words:

"First we must take bold action to create a new American energy economy that creates millions of jobs for our people. The American Recovery and Reinvestment Plan ... places a down payment on this economy...It will put 460,000 Americans to work with clean energy investments and double the capacity to generate alternative energy over the next three years. Southeast Energy Efficiency Alliance Study Finds Big EE Potential in the Southeast U.S.

A new study by the Appalachian Regional Commission (ARC) entitled Energy Efficiency in Appalachia has found that implementing energy-efficiency measures in Appalachia has the potential to help create tens of thousands of jobs and save billions in energy costs to Appalachian consumers over the next 20 years. Conducted for ARC by the Southeast Energy Efficiency Alliance (SEEA), the report also finds that a bold energy efficiency initiative could cut projected energy use in the Region by up to 24 percent by the year 2030.

Letter to Congress Urging Investment in Efficieny in Stimulus Bill
On February 10, 2008, the Senate has passed their version of the Economic Recovery and Reinvestment Act. The next step involves appointed leaders from both chambers of Congress coming together in a conference session and merging the two bills into one. Considering that this conference will involve a good deal of compromise, the Alliance and 29 other groups have come together to urge that the final bill reflects a strong investment in energy efficiency.

Energy Efficiency Funding Can Move Quickly, In Contrast to claim in CBO Report

A coalition of businesses, utilities, low income groups, and energy efficiency organizations has reviewed the Congressional Budget Office (CBO) analysis of the economic recovery bill1 with respect to projected spend out rates for the $14.2B in energy efficiency spending proposed in the Senate and the $18.5B in the House version. This coalition believes strongly that the CBO analysis is flawed because it did not incorporate important realities associated with the existing energy efficiency programs and infrastructure.

Alliance Associates Help Make Baton Rouge Home 36 Percent More Efficient

Last year, Cathy Clites and her three-generational family of nine were the winners of a nationwide home energy efficiency makeover contest, part of an Alliance-led campaign sponsored by NBC Universal's SCI FI Channel, among others. Many home improvements later - including a recent installation of energy-efficient windows - the family learned the impressive specifics of their energy savings: a 36% increase in energy efficiency.

The Emergency Economic Stabilization Act of 2008 (EESA)
On October 3rd, 2008 President Bush signed into law H.R. 1424, the Emergency Economic Stabilization Act of 2008, which contains new and renewed tax incentives for consumers and businesses for energy-efficient homes and commercial buildings, equipment, and vehicles. The incentives originally enacted as part of the Energy Policy Act of 2005 encourage highly efficient commercial buildings, new homes, home improvements, heating and cooling equipment, appliances, and hybrid and diesel vehicles.

Green Campus Interns: Succeeding at Saving Energy

At the University of California-Irvine, Alliance to Save Energy Green Campus Interns and volunteers continue their award-winning Fume Hood Use campaign, also known as “Shut the Sash.”

Students monitor energy usage of the laboratory equipment by measuring the distance by which fume hoods are left open when not in use. With 1,041 fume hoods all over campus, each using about 3.5 times as much energy as a house, UC Irvine has some major energy vampires.  Using a collaborative approach that educates teaching assistants and lab users, the campus has saved over 80,000 lbs of CO2 and $13,000 every quarter since the fall of 2005 through their Fume Hood Use campaign alone.

2008 International Policy Leaders Dialogue Speakers

On Thursday, September 25, 2008, at the Russell Senate Office Building in Washington, D.C., the Alliance assembled ten thought leaders hailing from various sectors and industries who offered their views on how best to conceive a "new energy world order" – one that begins with energy efficiency as the first resource of choice. Though their methods and motivations differed, each of the keynote speakers has excelled at implementing energy efficiency as the quickest, cleanest, and cheapest energy resource available, and the most cost-effective solution to climate change.

Presenting to an audience of over 200 people, the keynote speakers gave insight to the ways in which energy efficiency is transforming the business sector, influencing public policy, and helping to mitigate carbon emissions worldwide. Presentations and pictures from the event are now available.


New State Energy Efficiency Policy Series

The Alliance is pleased to introduce a new series of state policy briefs on energy efficiency entitled State Energy Efficiency Policies: Options and Lessons Learned.

The policy briefs are specifically designed to provide state officials and those who track and analyze state legislation with a concise review of the policy options available to state governments for promoting energy efficiency. The series will also highlight “lessons learned” taken from the experiences state governments have had with these policies.

The first of 12 briefs to be released over the coming weeks, Funding Mechanisms for Energy Efficiency, explores the four major ways in which states can fund energy efficiency programs.


Alliance President Urges Support for Energy Efficiency Tax Incentives

Sept. 23, 2009: Alliance President Kateri Callahan urged the Senate to approve long-awaited and urgently-needed energy efficiency tax incentives for U.S. consumers and businesses, which the Senate later did by a vote of 93-2.  The provisions are included in a bipartisan, substitute amendment, introduced by Senators Max Baucus (D-Mont.) and Charles Grassley (R-Iowa), amending H.R. 6049 that was scheduled for debate by the Senate today.

July 29, 2008 – The Alliance to Save Energy supports the critical energy efficiency provisions and extensions of the federal efficiency tax provisions that are included in S. 3335, the Jobs, Energy, Families & disaster Relief Act of 2008, which will be considered by the Senate this week. A key vote is expected in the Senate tomorrow which will determine whether the tax incentives will be approved by the Senate before the August recess.

Today, Alliance President Kateri Callahan participated in a press conference, called by Senate Majority Leader Harry Reid, to discuss the need for and benefit to the American people of passage of such legislation:

Wolf Trap Summit: Kateri Callahan and Thought Leaders on Art and the Environment

On Monday July 14, Alliance to Save Energy President Kateri Callahan and 19 other national thought-leaders in business, community development, the arts and the environment convened at Wolf Trap’s National Summit on the Arts and Environment to discuss environmental initiatives and policies within the arts.

During the day-long event, participants addressed the environmental responsibilities of artists and art organization, as well as opportunities for cross-sector collaboration benefiting the environment.

The Alliance is pleased to contribute a chapter to the Presidential Climate Action Plan, which will provide the next President of the United States with guidelines for tackling the three interrelated problems of climate change, energy stability and national security. The Alliance report Reducing Carbon Dioxide Emissions through Improved Energy Efficiency in Buildings will serve as the foundation of the section to be titled Low-Carbon Buildings—the actual chapter in the PCAP report will be slightly shorter, due to space constraints. This study includes policy recommendations to put the buildings sector on track to reduce greenhouse gas emissions by 80% below 1990 levels by 2050.

Improving Building Energy Codes to Fight Climate Change

Every year in the United States, buildings are responsible for 38% of CO2 emissions, 40% of energy use, and 70% of electricity use. Building energy codes are a key tool in reducing the two-fifths of U.S. energy use.

On April 10 2008, Alliance President Kateri Callahan and Director of Policy Lowell Ungar participated in two briefings about building energy codes as a response to climate change. Presentations from those briefings are available here.

The 2008 Great Energy Efficiency Day (GEED), which took place on April 16, was by all accounts the most successful in Alliance history with record breaking attendance and an unparalleled speaker line-up. DOE Seeks Public Comment on $10 Billion Loan Guarantee Program
The U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy is soliciting input on your ideas on the scope of a solicitation for $10 billion in loan guarantees that will encourage the development of improved renewable energy, energy efficiency, and related transmission technologies in the U.S. A public meeting is planned at DOE’s headquarters for April 23, and responses are due by May 2. More information can be found on DOE's Loan Guarantee Program web site.

ASHRAE Commercial Building Insulation Requirement Upped by 33 Percent

The American Society of Heating, Refrigeration and Air conditioning Engineers (ASHRAE) has approved a 33 percent increase, from R-15 to R-20, in the minimum required roof, sidewall, and wall insulation for commercial and high-rise residential buildings covered by the Standard 90.1 national model energy code for commercial buildings.  This is the first such increase in more than 19 years, according to Alliance Associate PIMA (Polyisocyanurate Insulation Manufacturers Association).  In a PIMA news release, President Jared Blum noted: “The increased values establish a new national standard minimum against which all codes can be compared and pave the way for buildings with improved efficiency and decreased carbon footprint.” News Release

President Signs Energy Bill into Law
The President signed into law the most sweeping energy efficiency legislation ever enacted on December 19, 2007. H.R. 6, The Energy Independence and Security Act of 2007, is projected to save American consumers and businesses more than $400 billion through 2030, and will reduce energy consumption by 7% and greenhouse gas emissions by 9% from the forecast for 2030, according to the American Council for an Energy Efficient Economy.

Rising fuel prices in both Ukraine and Moldova, particularly natural gas, has made energy efficiency a major strategy for lowering costs to consumers and municipal and state governments. Mr. Castelli was invited to discuss the issues of energy security for Ukraine and Moldova, particularly energy efficiency and alternative forms of energy.

Efficiency Groups Urge Mass. Legislature to Preserve Funding for Efficiency Programs
On April 2nd, the Alliance to Save Energy, together with the American Council for an Energy Efficient Economy, submitted Joint Testimony to the Massachusetts Telecommunications Utilities and Energy Committee urging the Committee not to advance The Green Communities Act of 2007 (H.B.3965). Both groups support the objectives of increasing funding for green community initiatives, but feel this cannot be accomplished by dismantling one of the nation’s most effective infrastructure systems for administering energy efficiency programs.

Bodman and the Energy Hog visited a 4th grade class at Amidon Elementary School to discuss energy and encourage students to conserve energy at home and school.
