1. These are appropriated amounts. Actual spending is reduced mostly by a mandated transfer of 2.65% of extramural R&D funds for SBIR/STTR. Some funding levels are adjusted to reflect current organization and categories.

2. FY 2007 appropriations were in a continuing resolution that based funding on FY06 levels, but added $300 million for the DOE Energy Efficiency and Renewable Energy Office. The agencies issued Operating Plans for how they are allocating the funds.

3. The FY 2008 Senate bill includes increases that are not allocated at the individual program level. A total of $32 million is provided for building codes, DOE Energy Star, and Rebuild America.

4. Includes $15 million for the commercial zero-energy building initiative.
