POLICY FRONT

Policy Update: Historic Energy and Climate Bill

This month, the House Energy and Commerce Committee cast a "yes" vote on a bill that has the potential to advance energy efficiency more than any other single piece of legislation to date. Find out why the American Clean Energy and Security Act of 2009 (ACES) has everyone on the Hill talking.

As the ACES bill moves from the House Energy and Commerce Committee to the next stages, it is even more urgent to underscore for policymakers the important role energy efficiency must play in a comprehensive energy and climate bill.  Donate to the Alliance today and join us in our mission to advance energy efficiency in federal policy.

AROUND THE WORLD

New Proposals for Major Greenhouse Gas Reduction Programs in the U.K.

Governments abroad are finding new ways to leverage energy efficiency to meet emissions reduction targets while also assisting citizens in reducing their energy consumption. Alliance Research Associate Tom Simchak reviews two new programs and one amendment to an existing program in the U.K. that would drastically reduce the greenhouse gas impact in the built environment while also helping residents – particularly the low-income, elderly and disabled – lower their energy bills.

Tamil Nadu Municipal Energy Efficiency Program Tests a Replicable ESCO Model

With funding from the Renewable Energy and Energy Efficiency Partnership, the Alliance's International Team is helping to implement a project in Tamil Nadu, India, in which 29 municipalities will undertake energy efficiency projects in 45 towns using energy performance contracts. Although energy service companies (ESCOs) have a long history in India, this is the first instance when ESCOs will be involved in financing such a large municipal project. So far, all investment grade audits have been completed and are being reviewed by the project committee.
