New State Energy Policy Brief: On-bill Programs

The Alliance to Save Energy is pleased to release the third in its series of policy briefs on energy efficiency at the state level. The new brief, entitled "Paying for Energy Efficiency Upgrades through Utility Bills", focuses on on-bill financing programs which allow the customers to pay for energy efficiency upgrades through a charge on their monthly utility bills. This brief describes two types of on-bill programs and provides a survey of experiences with these programs to date, as well as a discussion on their various features, pros and cons and ideal applications.

Appalachian Regional Control Study

Energy efficiency may be good for the entire country, but for some regions, it's downright essential. A new study by the Appalachian Regional Control finds that energy efficiency programs will not only spur unprecendented job creation in the southeastern states, but will be necessary to stave off the growing energy appetite of this region.

"Utility Pulse" Reveals What Consumers Think About DSM Utility Programs

Shelton Group – architects of the famed series of consumer opinion surveys – has just released Utility Pulse, a survey that investigates consumer attitudes towards demand-side management (DSM) programs. The study provides insight into the consumer appeal of DSM strategies and also fleshes out the demographic and psychographic profiles for the exact consumers most likely to participate in specific utility programs. One of the key findings? Americans will indeed spend money on energy-efficient products - if they can see immediate savings. New Report Addresses the Economics of Carbon Reduction

At what point do the interests of technology, business and manufacturing, and carbon reduction intersect? The Center on Globalization, Governance & Competitiveness at Duke University investigates this question in "Manufacturing Climate Solutions". The new report offers an analysis of five carbon-reducing technologies by breaking them down into materials and components, mapping out the locations of companies in the supply chain, and identifing their impact on U.S. job opportunities.

Manufacturing Climate Solutions was commissioned by five sponsors: Environmental Defense Fund, the Building and Construction Trades Department (AFL-CIO), Industrial Union Council (AFL-CIO), International Brotherhood of Boilermakers, and United Association of Plumbers and Pipefitters. The research focused on LED lighting, high-performance windows, auxiliary power units for trucks, concentrating solar power plants and super soil systems (which treat hog wastes).

The 2009 GEED: A Resounding Success!

March 4 was a great day – a Great Energy Efficiency Day, that is. Convening energy efficiency advocates from all sectors and all corners of the country, the 2009 GEED was an outstanding event, the highlight of which was an inspiring keynote address by the new Secretary of Energy, Dr. Steven Chu, who spoke to a packed room in the Dirksen Senate Office Building about the major role energy efficiency will play in America's energy portfolio.

Considering Climate Change: A Look Ahead

With billions slated for energy efficiency in the recently passed American Recovery and Reinvestment Act of 2009, the Alliance will continue to promote energy efficiency in other areas of federal legislation. Among these is a potential climate change bill that would put a price on the emission of carbon dioxide – a topic that the Alliance is eager to address.

Alliance and Associates Launch Clean and Efficient Energy Program

Utilities looking to leverage federal funds in order to achieve greater energy efficiency and clean energy needn't look any further: launched by the Alliance, the American Public Power Association (APPA) and the Large Public Power Council (LPPC), the Clean and Efficient Energy Program (CEEP) is a three-year, nationwide initiative promoting investment in energy efficiency and clean energy by publicly-owned utilities.

Raising Standards: A Three-part Series on Energy Efficiency Standards for Industry

Responsible for 1/3 of the energy consumed in the U.S. annually, the industrial sector has a number of new and existing standards which companies and facilities can apply to more effectively manage the energy consumed in their operations. In Part III of its series on standards that save energy and money and decrease carbon emissions, eNews looks at ISO Management System Standard for Energy (ISO 50001), which is being developed through an international project committee.

What in the EE World is Going on in... Europe?

While few things are as enticing as April in Paris, the decision to hold EE Global 2009 in the French capital was based more on strategy than pleasure. Because when it comes to energy efficiency, the European front sees a number of national and regional energy efficiency initiatives that can serve as references for the greater energy community. With just over a month until EE Global kicks off, eNews is setting the stage by looking at two progressive initiatives in the region: a new strategy for cutting carbon across Europe, and an incentivized boost to the high fuel-efficiency car market in France.

Green Campus Cultivates LEED-ers in Energy Efficiency

eNews checks in with Green Campus at UC San Diego and UC Berkeley in California to find out how the program's interns are tackling that infamous source of wasted energy: buildings. A good part of their efforts involve prepping campus buildings for prestigious green building certifications.

Green Schools Hold Mid-Year Meetings

Green Schools programs in California, New York and the District of Columbia held their second big meeting of the school year in February, where student participants and school faculty shared project ideas and challenges, and discussed the roles students can take to achieve substantial energy savings and communicate their savings recommendations to others in their schools and community.
