State Energy Plans: California

The American Reinvestment and Recovery Act of 2009 (ARRA) appropriated $3.1 billion for the Department of Energy’s State Energy Program (SEP), which provides funding to state energy offices (SEOs) for energy efficiency and renewable energy programs. The following page summarizes California's planned use of the funding.

Total Stimulus Funding in California: $226,093,000

California is soliciting proposals for the following program areas under the State Energy Program (SEP):

Green Jobs Training Program/Green Workforce Development Program
  • Energy Efficiency and clean energy sources including wind and solar energy
  • Apprenticeship programs, curricula
  • CA Community Colleges as centers for related technical education, training/training of trainers
  • Will issue RFP for local green job training programs (15 to be awarded, total)

Create Statewide EE Retrofit and Clean Energy Systems Program (Residential, Non-res, and Industrial Sectors)
  • Emphasis on utilizing and targeting small business for energy efficiency retrofits
  • Implementation of statewide residential and commercial energy efficiency retrofit program and development of cost-effective clean energy systems
  • Partnerships with performance contractors for implementation

Program Implementation and Delivery
  • Revolving Loan Fund to implement efficiency measures identified by state agencies, provide necessary capital via revolving loan and/or grant programs to the industrial sector for implementing energy efficiency
  • Public education, marketing, outreach effort for energy efficiency
