The American Reinvestment and Recovery Act of 2009 (ARRA) appropriated $3.1 billion for the Department of Energy’s State Energy Program (SEP), which provides funding to state energy offices (SEOs) for energy efficiency and renewable energy programs. The following page summarizes Georgia's planned use of the funding.

| Clean Energy Property Grant Program |
- Offset costs of installing renewable energy property, implementing lighting retrofits, building efficiency upgrades
- Eligible technologies: Active solar heating, solar hot water, solar panels, wind, geothermal, lighting retrofits, energy efficiency upgrades
- Offset approximately 35% of the renewable energy equipment, up to a cap that varies by technology
- Eligible entities: private sector, non-profit, government, schools
- Funding awarded on first come first serve basis

| Commercial Energy Efficiency Grants |
- Competitive grant program to incentivize energy efficiency in businesses, non-profits and “others” are also eligible to apply.
- Funding will:
- Offset incremental cost of exceeding current commercial energy code requirements
- Upgrade to energy efficient office equipment
- Meet third-party energy efficiency certification requirements for new and existing spaces
- Provide training and/or technical assistance to commercial employers and facility managers
- Conduct energy audits of commercial facilities
- “Other projects” that meet the goals and objects stated in SEP ARRA Funding

| Energy Building Codes Update and Compliance |
- Contract with GA Department of Community Affairs to provide technical assistance to update residential and commercial energy building codes.
- Document current level of compliance
- Develop curriculum and training programs for the construction industry/building code officials

Governor’s Energy Challenge Supplement |
- Develop tailored educational packets for different types of participants in the “Challenge” (GA residents, businesses efforts to reduce energy consumption)
- Develop stand-alone website with sign-up feature
- Incorporate built-in energy savings estimation tool into new website
- Develop new logo, brand standards, brochures, media kit
- Develop marketing campaign
- Create incentive/award program for registered participants

- Competitive grant program to incentivize energy efficiency in industrial applications
- Eligible entities: Manufacturers, retailers, installers, non-profits, energy service providers, etc.
- Perform energy audits on industrial facilities
- Provide training and/or technical assistance to industrial facilities administrators

| Renewable Energy Grants |
- Incentives for adoption of renewable energy generation technologies for applicants in all sectors. Preference will be shown to large, visible, “shovel-ready” installations (such as solar, wind, etc.)

- Offset the incremental cost of exceeding current residential code requirements in new buildings
- Upgrade to energy efficient appliances
- Meet third party energy efficiency certification requirements for new and existing homes
- Conduct home energy audits and provide follow-up assistance
- Provide training and/or technical assistance to homeowners, homebuilders, etc.
