The American Reinvestment and Recovery Act of 2009 (ARRA) appropriated $3.1 billion for the Department of Energy’s State Energy Program (SEP), which provides funding to state energy offices (SEOs) for energy efficiency and renewable energy programs. The following page summarizes Montana's planned use of the funding.

Montana is soliciting proposals for the following program areas under the State Energy Program (SEP):

| Expansion of State Building Energy Conservation Program |
- State Building Retrofits
- Investment of $21.7 million of ARRA funds in cost-effective energy improvements to 50 state owned buildings.
- Data Collection and Analysis
- Expansion of data collection on state buildings, sharing of knowledge and systems with units of local government including schools, cities, and counties.
- Monitoring energy savings and cost savings from projects using existing utility database

| Renewable Energy Grants and Loans |
- Renewable Energy Loans
- Increase low interest loans from $40,000 to $100,000 for consumers, businesses, and non-profit organizations to install renewable energy systems
- Renewable Energy Grant Program
- Grants for technologies that have completed research and are in production, but that are still new technologies or technologies that are not yet well known or well utilized in Montana
- Grant amount is up to $500,000 for a single application

Recycling Infrastructure Grants |
- Provide grants to expand the recycling infrastructure for Montana communities through two rounds of grant solicitation

Education and Information Activities |
- Home Weatherization and Renewable Energy Marketing Campaign
- Develop expanded information campaign directed at homeowners about the benefits they can obtain through new ARRA federal and state tax credits for energy conservation and renewable energy investments during 2009 and 2010
- International Energy Conservation Code Activities
- Funds will be used in 2009 and 2010 training building code officials and contractors on the 2009 International Energy Conservation Code (IECC)
