State Energy Plans: Washington

The American Reinvestment and Recovery Act of 2009 (ARRA) appropriated $3.1 billion for the Department of Energy’s State Energy Program (SEP), which provides funding to state energy offices (SEOs) for energy efficiency and renewable energy programs. The following page summarizes Washington's planned use of the funding.

Total Stimulus Funding in Washington: $58,500,000

Washington is soliciting proposals for the following program areas under the State Energy Program (SEP):

Program Area Description Budget Total
The Community-Wide Urban Residential and Commercial Energy Efficiency Program
  • Development and deployment of at least three large neighborhood-based building energy efficiency projects.
$14.5 million
The Farm Energy Assessments Program
  • Development of energy tools and training assistance to increase energy efficiency in the state’s large agricultural sector
$500,000
The Energy Efficiency and Renewable Energy Loans and Grants Program
  • Loan and grant fund to provide interim financing to renewable energy projects, to assist innovative companies that have commercial or near commercial energy technologies, and to support cost-effective energy efficiency projects
$38.5 million
The Energy Efficiency Credit Enhancement Program
  • Credit enhancement mechanisms such as loan loss reserves and loan guarantees by financial institutions. This approach is intended to generate high levels of leverage for energy efficiency projects that go beyond direct loans
$5 million
The Clean Energy Leadership Initiative
  • Washington’s Governor signed legislation on May 4 that creates an industry-based advisory committee to assist with development of a statewide energy strategy and to advise the state on development and implementation of ARRA energy-related programs.
