On June 29th, 2009, Alliance senior policy staff members Joe Loper, Brad Penney, and Lowell Ungar took Alliance Associates and Board Members on a look back at the year in energy efficiency policy so far. Their presentations provided information and updates on the three major legislative actions in congress—Stimulus, ACES, and ACELA—including a full analysis of the Waxman-Markey climate legislation. July 2009 marked the midpoint in what has been one of the most action-packed years in the history of energy efficiency. With the enactment of the American Recovery and Reinvestment Act (ARRA) in January, the Senate committee passage of the American Clean Energy Leadership Act (ACELA) in mid-June, and the House passage of the sweeping American Clean Energy and Security Act (ACES) later that month, we at the Alliance worked to keep decision-makers, businesses, and constituents abreast of each development.
