In March 2009 – soon after passage of the American Recovery and Reinvestment Act – the National Community Action Foundation (NCAF) received a $5 million donation from ExxonMobil Corporation for the purpose of "re-energizing America" – in this case, to enhance training programs for weatherization workers whose numbers are expected to increase by over 40,000 in response to an influx of stimulus funding.
In order to meet this goal, the NCAF/ExxonMobil Partnership formed an advisory board (with members including the Alliance to Save Energy) to develop a request for weatherization training proposals (RFP). Formally announced at the U.S. Department of Energy’s 2009 National Weatherization Training Conference in Indianapolis on July 22, 2009, the RFP seeks innovative approaches to weatherization training that can support the development of a green workforce.
Says Alliance Executive Vice President, Programs Brian Castelli of the Alliance's participation in the NCAF/ExxonMobil partnership, "We are pleased to be on this advisory board created by NCAF and ExxonMobil. The training of qualified workers is critical to meeting the needs of the vast number of low-income households that will be weatherized through stimulus funding."
