Brief #4: Models for Administering Ratepayer-Funded Energy Efficiency Programs

States use three basic administrative structures to deliver ratepayer-funded energy efficiency programs. This report examines these structures and their variations, identifying the advantages and disadvantages of each. It surveys the administrative structures of several states’ ratepayer-funded energy efficiency programs and reviews lessons learned in those states.

The brief is the fourth in a series entitled Energy Efficiency State Policies, developed by Matthew Brown, a partner with ConoverBrown LLC. ConoverBrown LLC provides state officials and those who track and analyze state legislation with a concise review of various states’ experiences with energy efficiency programs, and evaluations of the policy options available to promote energy efficiency.
