Many in the building industry share a common concern over costs increases surrounding state building codes. The Building Codes Assistance Project (BCAP) will address this issue in a nationwide residential construction cost analysis funded by the U.S. Environmental Protection Agency. Homebuilders are invited to participate in the analysis process by providing accurate construction cost data and challenge information.
The study will examine potential construction cost increases resulting from state compliance with the 2009 IECC energy code for residential buildings.
To generate cost estimates for each state, BCAP will develop a “model” house representing the average new residential building in the U.S. Using construction cost estimating software, BCAP staff will compare the construction costs under the current code against 2009 IECC code scenarios.
By comparing incremental building costs to Pacific Northwest National Laboratory's estimated energy savings, BCAP can determine homebuyer ROI by state. The analysis is scheduled for completion in April 2010, and will help BCAP provide persuasive outreach material for state agency officials, builders and other stakeholders.
