Opportunity: The USAID-funded ECO-Asia Clean Development and Climate Program (ECO-Asia CDCP) seeks an experienced expert to provide managerial and technical leadership in its efforts to promote the scale-up of clean energy policies, programs, and investment in the Asia region. The Deputy Chief of Party will be based in Bangkok and will assist with program management and technical implementation throughout the region.
About the Program: In cooperation with private-sector and government proponents, the USAID-funded ECO-Asia Clean Development and Climate Program (ECO-Asia) identifies and promotes clean energy solutions for Asia that help address climate change. In Asia, the ECO-Asia program has initiatives to improve the quality of energy-efficient lighting; support the establishment of “public financing” programs implemented by governments and utilities; facilitate “private financing” of clean energy business and projects; initiate a regional dialogue to address the barriers to clean energy policies and regulations; and foster the regional sharing of information and best practices on clean energy. The program has a total of 40 staff and consultants carrying out activities across Asia, including China, India, Indonesia, the Philippines, Thailand, and Vietnam.

Location: Bangkok with frequent regional travel in Asia
Summary Description: The Deputy Chief of Party supports the Chief of Party and assists in overall programmatic management and technical oversight.
Responsibilities:
- Assist in managing human resource and administrative aspects of program, including recruiting and hiring, performance reviews, staff development, legal issues, and contracting.
- Manage operations of the Thailand program office.
- Assist in developing and monitoring financial aspects of the program, including budgeting, expense reporting and monitoring, and resource planning.
- Oversee implementation of program’s performance management plan and ensure that program reporting and monitoring meets client needs and expectations.
- Provide technical management and oversight of several major program areas, including public finance (e.g., energy conservation funds, demand-side management and energy-efficiency incentives, energy service companies), clean energy policy and regulation, and greenhouse gas accounting.
- Support the COP in strategic program development by maintaining strong relationships with key regional partners and stakeholders, including national and regional development and financial institutions, donor agencies, government policy and regulatory agencies, banks and investors interested in clean energy, clean energy entrepreneurs, private sector equipment and service providers, and non-government organizations active in the clean energy sector.

Qualifications
- More than ten years experience in the field of sustainable energy, covering some or all of the following areas: energy efficiency, renewable energy, the power sector, energy policy, and/or climate change.
- At least five years experience working on energy-related programs and projects in Asia.
- Experience managing donor-funded programs (preferably USAID, or other bilateral or multilateral donor agencies).
- Proven ability to lead large, multi-stakeholder, multi-country programs
- Excellent communication, writing, and editing skills, including the ability to successfully manage and deliver highly technical reports on energy technologies and policies.
