Summary
The Alliance to Save Energy seeks a highly qualified and motivated individual for the position of Program Associate – Utilities and Government Sector. The Associate will participate in two Alliance projects, with an initial 50/50 division of time between the Clean and Efficient Energy Program (CEEP) and a project to support the Federal Energy Management Program (FEMP) in assessing and improving federal agencies’ implementation of policies requiring them to buy energy-efficient products. CEEP is a new initiative for the Alliance, a multiyear nationwide initiative to encourage energy efficiency and renewable energy programs for the public power sector, beginning with municipally owned electric utilities and expanding to electric cooperatives. This position requires strong analytical, organizational, and communications skills, and a demonstrated ability to work independently, to contribute effectively as a member of a team, and to collaborate with other Alliance teams and outside organizations.
Essential Duties and Responsibilities
Reporting to the CEEP Program Manager, the Program Associate will:
- Contribute to and enhance the CEEP website, including an online resource library and information exchange platform for the public power community;
- Draw on web searches, interviews, and published sources to add to the CEEP compilation of industry “best practices” and case studies;
- Provide technical assistance to municipal utilities seeking advice on program planning, implementation, or evaluation;
- Participate in outreach and training for municipal utilities and energy efficiency industry partners; and
- Plan and coordinate CEEP events such as workshops and leadership meetings.
Reporting to the Vice President for Programs, the Program Associate will:
- Conduct research and analysis on federal agency purchasing practices, to assess their compliance with requirements to specify and buy energy-efficient products;
- Develop policy and program recommendations to improve federal agency compliance;
- Assist DOE/FEMP with training and technical assistance activities in support of the energy-efficient procurement program; and
- Undertake other research, analysis, planning, reporting, and project support activities as required.
The Program Associate/Senior Program Associate position requires contact with funders, government agencies, stakeholders, and other parties. The position requires independent initiative, along with the ability to quickly acquire new information, to work effectively with team members from the Alliance and other organizations, and to express complex ideas in clear, compelling written form. This position may also include other assignments within the Alliance Buildings, Utilities, and Industrial Programs. The position will require extensive collaboration with other teams within the Alliance, including the Policy & Research Team and the Communications Team.
Requirements
The successful candidates for these two positions will be able to demonstrate:
- Excellent analysis, research, and communications skills (both written and verbal);
- A strong goal and deadline orientation;
- Clear competence with commonly used word processing, spreadsheet, internet search, and database software;
- Effectiveness working in a team environment and building collaborative relationships outside the organization;
- Ability to communicate effectively with funders, stakeholders, and peers;
- Self-motivation and the ability to work efficiently to meet deadlines with limited supervision; and
- Working knowledge of energy efficiency technologies, practices, programs, and policies, along with a basic familiarity with economics principles.
Experience in utility and/or government sector energy-efficiency programs and projects is desired but not required,
A minimum of a Bachelors degree in a field related to energy efficiency plus one or more years of relevant experience (or a Masters degree) are required.
