Senior Vice President, Policy & Research

The Senior Vice President for Policy & Research is responsible for leading and managing the work of the Policy & Research Team at the Alliance to Save Energy.

Essential Duties And Responsibilities

Essential Duties And Responsibilities include the following:

Policy Development and Implementation

The SVP works with the President, Members of the Alliance Board of Directors, and Alliance staff to develop and refine the portfolio of policy initiatives that will be advocated by the Alliance and to lead in the development of the official positions of the Alliance.   The SVP serves as a spokesperson for the Alliance in public forums, with the media, and before government legislative, agency and regulatory bodies at both the federal and state levels. Duties include management of the eight-member Policy & Research Team and development of energy efficiency policy initiatives.

The SVP is responsible for the development of annual budgets; operational plans and regular reports to the President; and review of policy memoranda and written documents that are prepared and disseminated by the Alliance. The SVP is also responsible for assisting with the development of policy-related funding proposals.  In addition, the SVP is responsible for the development of Team goals and for overseeing the development of personal performance goals for the Members of the Team. The SVP is responsible for the content of presentations to the Alliance Board and the Alliance’s Policies and Programs Committee.

Research

The SVP has the responsibility to lead the development of a research agenda for the Alliance and well as working to secure grant funding for research and other related Team activities. The SVP is responsible for coordinating responses to the research requests from Members of Congress, government agencies, and Alliance Associates. The SVP is expected to lead in identifying new areas where energy efficiency is needed and for tasking Alliance staff to perform and, where appropriate, publicly disseminate, research. 

Team Management

The SVP has responsibility for the structure of the Policy & Research Team, including managing a Director of Government Affairs to lead advocacy and a Director of Policy to lead the development and assessment of public policy related to energy efficiency.  The SVP has overall responsibility for the hiring and management of the Policy & Research Team, including conducting annual performance reviews and ensuring that all Team Members are fully engaged with balanced workloads.  

Requirements

The position of SVP requires a minimum of  ten years management experience developing, managing, and analyzing energy efficiency policies and programs, as well as experience working with Members of Congress, Board Members and chief executive officers in a business and/or non-profit organization; excellent communication skills; at least ten years experience in the energy field, with preference for work in energy efficiency-related areas whether business, government or non-profit;  experience in supervising 10  or more employees; the ability to successfully interface with government, industry, stakeholder and non-profit sectors; ability to handle sensitive transitions; problem-solving skills; human resource management and organizational abilities. An advanced degree in a relevant field is strongly desired.
