On Sept. 16, 2010, the House of Representatives passed Rural Star and Home Star loan legislation (H.R. 4785). The Home Star Energy Efficiency Loan Program would make loans to states to support energy efficiency financing in homes. The Rural Energy Savings Program would make loans to rural public utilities and electric cooperatives to support energy efficiency financing in their customers’ homes.
Rural Star passed the House Agriculture Committee earlier this summer. According to the bill sponsors, the legislation is estimated to create 20,000 to 40,000 jobs per year.
Prior to the vote, the Alliance issued a letter of support to all Representatives. The Alliance also issued a statement following the bill’s passage.

I can't find any financial institutions online for home and mortgages, can someone tell me please? i need apply for one before the end of next month. I also need to know the necessary requirements to be approved by the mortgage lender. Are Rural Star and Home Star Loan included on a loan option or they are one of the best firms to apply for a mortgage?
Energy efficiency financing had a fast start where I live but now it's down to the old persoonlijke lening because the government stopped giving bonuses.

When the legislative session ended in December, all pending legislation "died." Neither home star nor rural star has yet been reintroduced -- but it may be. If you want to encourage it to be reintroduced, you should contact your own senator and the senate finance committee. Check back at this website for future updates on the bill.
every window place i had come out give me prices, and then denie me due to my credit. Where can I find a list of financial institutions, banks or mortgage companies that offer mortgage refinancing (or low interest loans) to update/renovate an existing home to more energy efficient appliances and central heat/air units?
The utility companies probably have a pretty good idea about how to use this program for themselves ... but a little more help for the homeowner would be nice (without having to hire a CPA or lawyer).

Thanks for your question. While there are many programs to help homeowners become more efficient, you are correct that it can be difficult to navigate them. Because programs vary by region and utility, the best place to start would be your State Energy Office, which can likely be found with a quick internet search.
As you said, utility companies also generally have a good idea of what opportunities exist. These days, more and more of these companies are offering programs and information to their clients on ways to save energy and money. So check out your utility's website or give them a call.

While a program might not exist exactly as you describe, you may be able to find something that suits your needs.
