Seattle City Light’s Conservation Resources Division (CRD) is seeking a Strategic Advisor to develop and oversee the Division’s Measurement and Verification (M&V) function in order to ensure the credibility of energy savings claims and manage risks associated with energy conservation savings. This position will report directly to the Conservation Resources Division Director.

Seattle City Light pursues energy conservation as our first priority energy resource. As laid out in the utility’s Five Year Conservation Action Plan, an effective measurement and verification function is essential to ensure the credibility of energy savings claims and manage the risks associated with delivering energy conservation. This position is responsible for developing and implementing the Measurement and Verification (M&V) function.

 

Job Responsibilities:

Seattle City Light pursues energy conservation as its first priority energy resource.  As laid out in the utility’s Five Year Conservation Action Plan, an effective measurement and verification function is essential to ensuring the credibility of energy savings claims and managing the risks associated with delivering energy conservation.  This position is responsible for developing and implementing the Measurement and Verification (M&V) function.

 

Specific duties of this position include:

 

  • Develop the M&V program for Seattle City Light’s Conservation Resources Division.  Secure and manage an external contractor(s) with the required technical expertise and resources to assist in development of and initial implementation of an effective and independent M&V function designed to assure the credibility of and manage risk associated with energy savings acquired under SCL’s conservation program.

·        Provide management oversight, supervision, workload planning, assignments, monitoring and evaluation of the Division’s M&V oversight function, including implementation of inspection, monitoring and other quality control activities and associated reporting.

·        Recommend policies and protocols consistent with established regional, national and international standards for measurement and verifications.  Prepare position and policy papers.

·        Supervise staff responsible for implementing M&V oversight.

·        Oversee the development and management of the M&V budget including identifying staffing and budget requirements; develop budget issue papers and related materials.

·        Interact with and establish on-going relationships within the City and the Utility at the executive, management and staff level and outside the utility with the energy conservation industry, with M&V Contractor and with key SCL customers. Staff the City Light oversight group being formed to provide independent oversight and risk management of City Light energy conservation savings.

·        Compile energy conservation accountability reporting in coordination with planning, evaluation and program staff.

·        Present conservation program information to various constituencies including SCL staff and management, SCL customers, other utilities and regional organizations.  Provide training and facilitate informational meetings and presentations.

·        Represents SCL in local, regional and national forums and groups related to measurement, verification and evaluation.

 

Required Qualifications:

 

Education: Requires the equivalent of a Bachelor's degree in Public Administration, Business Administration, Engineering, Economics, Architecture or related field.

 

Experience: Substantial professional experience in the energy conservation field, consisting of at least three years  working in program planning, implementation, measurement and verification, or evaluation involving complex building systems and energy savings analysis.  

 

Certification/License: State of Washington Driver’s License or equivalent mobility.

 

Desired Qualifications:

 

Master’s degree in one of the fields listed above.  Status as licensed Professional Engineer, Certified Energy Manager, or Certified Measurement and Verification Professional.   Three or more years developing and implementing measurement and verification for energy conservation programs. Strong management skills including planning, organizing, problem-solving and program implementation.  Skills and experience in successfully supervising and motivating professional employees.  Experience with budgeting and financial management.  Experience working with multiple stakeholders, vendors, and customers. Experience negioating contracts and other agreements.  Excellent oral, written and presentation skills.  Good interpersonal skills, ability to work with people from diverse professional, cultural and socioeconomic backgrounds.  Ability to adapt to shifting and multiple priorities and work in a goal-oriented environment. Familiarity  with computer spreadsheets, word processing, database and communication applications.
