Energy codes form the basis for efficient new construction and renovation in buildings across the country. Within properly implemented construction standards, energy efficiency is universally recognized as the easiest and most cost-effective way to help consumers save energy and money, make housing more affordable, and reduce air pollution. All of these benefits are difficult or impossible to capture if not taken into consideration at the time of construction and major renovation.
The Building Codes Assistance Project is dedicated to assisting states in the development, adoption, and implementation of statewide building energy codes. BCAP was established in 1994, as a joint initiative of the Alliance to Save Energy, the American Council for an Energy-Efficient Economy, and the Natural Resources Defense Council. BCAP is funded through grants from the Department of Energy and the Energy Foundation, and its services are available free of charge to states upon request.

The Building Codes Assistance Project (BCAP) provides free assistance to states and municipalities in their efforts to adopt and implement both commercial and residential energy codes. Also on the BCAP site is the frequently-updated “Status of State Energy Codes Newsletter” and a listing of energy codes links by state. |
The Responsible Energy Codes Alliance (RECA) works to improve the energy efficiency of homes through greater use of energy efficient practices and building products. RECA’s primary objective is to support and urge all states and local jurisdictions to adopt and implement the most recent International Energy Conservation Code, without substantive local weakening amendments. |
U.S. Department of Energy Building Energy Codes Program is an information resource on national model energy codes. They work with other government agencies, state and local jurisdictions, national code organizations, and industry to promote stronger building energy codes and help states adopt, implement, and enforce those codes. |
Pacific Northwest National Lab (PNNL) Building Technologies Program focuses on multi-disciplinary solutions that enhance the energy efficiency of the nation's buildings and improve the security, comfort, and health of building occupants. PNNL buildings' R&D is concentrated in the areas of automated buildings diagnostics and control, energy codes and standards, market transformation, and energy program design and implementation. They also offer the Whole Building Diagnostician, is a diagnostic software system that provides detection and diagnosis of common problems associated with the operation of HVAC systems and equipment. |
