Friday’s passage of the American Clean Energy and Security Act of 2009 (H.R. 2454) by the U.S. House of Representatives demonstrates America’s resolve to address the climate change challenges and build a new cleaner energy economy with a foundation of energy efficiency. And, EPA has reported that energy efficiency policies and programs in this sweeping legislation, will actually lower household energy bills over the next two decades! The Alliance will work to further improve the energy efficiency provisions as the bill moves through the Senate, but in the meantime, we applaud the House for passing this landmark legislation.

The American Clean Energy and Security Act of 2009 (ACES)

Climate legislation has the potential to advance energy efficiency more than any other single piece of legislation to date. The Alliance to Save Energy strongly supports the creation of a cap-and-trade policy that sets a carbon price, implements complementary energy efficiency policies, and invests in complementary energy efficiency programs. On June 26, 2009 the House of Representatives passed the American Clean Energy and Security Act (ACES) of 2009. Summaries, analysis and other resources related to this landmark legislation are included on this page. The Alliance will continue to work to obtain Senate passage of strong climate legislation.

Energy Efficiency as the Primary Cost-containment Tool in Cap & Trade

April 23, 2009 – The Alliance sent the following letter to House Energy and Commerce Committee leadership to recommend the allocation of allowance revenues for energy efficiency under the American Clean Energy and Security Act of 2009. The 100+ signatories represent a broad-based coalition of energy and environmental organizations, public interest organizations and corporations.

Alliance Staff and Associates Participate in Hearings on the Hill

April 23, 2009 – This week the House Energy and Commerce Committee is holding a marathon set of hearings on the discussion draft of the American Clean Energy and Security Act of 2009. The hearings are a chance for members to learn more about the ACES Act, a sweeping piece of legislation that places a cap on carbon emissions and implements a variety of complementary energy policies in one bill.

Improving Building Energy Codes to Fight Climate Change

Every year in the United States, buildings are responsible for 38% of CO2 emissions, 40% of energy use, and 70% of electricity use. Building energy codes are a key tool in reducing the two-fifths of U.S. energy use.

On April 10 2008, Alliance President Kateri Callahan and Director of Policy Lowell Ungar participated in two briefings about building energy codes as a response to climate change. Presentations from those briefings are available here.
