Municipal Network for Energy Efficiency (MUNEE)

Heat demand per square meter of a building is approximately 40-100 percent more in Eastern than in Western Europe. This is due, in large part, to high losses throughout the system. In terms of efficiency potential, most studies indicate that the cost of residential space heating could be reduced by 20-30 percent. The Municipal Network for Energy Efficiency (MUNEE) provides city officials in Eastern Europe and the Former Soviet Union with the necessary tools to implement cost-saving energy-efficiency improvements in heating and water systems, municipal buildings (particularly schools and hospitals) and homes. MUNEE has experience working in 17 countries of Eastern Europe, disseminating positive energy-efficiency experiences related to project financing, policy reforms, public awareness campaigns, and municipal planning.

MUNEE Urban Heating Study

Currently the Alliance is leading research and preparation of two major studies that will examine and analyze the experience with heat-sector reforms and the potential for energy-efficiency solutions to address the challenges of transitioning from a subsidized to a market-based energy economy.
The Urban Heating Sector in Europe and Eurasia: Experience from the Transition and Future Directions will examine and analyze the policies and programs of the past 15 years aimed at enabling private investment and commercial viability in the E & E region's heating sector, while addressing social and economic needs of consumers.

 

MUNEE Residential Electricity Affordability Study

Purpose
To make the policy case that energy efficiency is one of the best approaches to improving affordability of residential utility services. To identify, explore and document the actual energy and water efficiency measures as a means to ease the impact of rising utility tariffs on vulnerable urban households. This study will provide an empirical assessment of the actual efficiency gains and household expenditure reductions that result from specific types of energy and water efficiency improvements. This will provide a basis for comparing the effectiveness of energy efficiency investments relative to other policy approaches for ensuring the affordability of utility services.

Spotlight On:
The transition from planned to market-based economies has saddled countries in the region with failing, oversized district heating systems, making the provision of heat a huge financial burden on society. The Alliance with USAID support and selected experts has defined, analyzed and present an integrated, comprehensive assessment of urban heating sector condition, policies and programs in the Europe & Eurasia (E&E) region in their report, "Regional Urban Heating Policy Assessment"

Urban Heating Reform in Europe and Eurasia

Policymakers, investors, urban heating experts and energy-efficiency advocates gathered in Kiev, Ukraine March 27-28 for a workshop and preview of a study two years in the making. The study, Regional Urban Heating Policy Assessment: Experiences and Future Agenda, documents current policies and trends in urban heating and offers recommendations for improving Euro- and Eurasian residential heating.
