Manchin-Warner-Tester Race to the Top Amendment A Win for U.S. Economy
“The Alliance to Save Energy commends our Honorary Chair, Senator Mark Warner (D-Va.) and his colleagues, Joe Manchin (D-W.Va.) and Jon Tester (D-Mont.) for introducing their State Energy Race to the Top Initiative (S. 1218) as an amendment to the Shaheen-Portman energy efficiency bill.
“If enacted into law, the State Energy Race to the Top Initiative would provide financial incentives and resources to help states and communities put in place forward-leaning policies to double their energy productivity by 2030 which would result in vastly improved economic performance, reductions in CO2 emissions, and new jobs.”
“S. 1218 would create the type of state-level program envisioned by the Alliance to Save Energy’s Commission on National Energy Efficiency Policy led by Senator Warner and called for by President Barack Obama in his State of the Union address earlier this year.
“Modeled after the President’s Education Race to the Top program that led to historic literary achievements, there is every reason to believe – based on the American Council for an Energy-Efficient Economy’s analysis – that implementation of the Warner-Manchin-Tester initiative similarly would spur historic energy savings and economic productivity.
“We strongly urge Senators to support the inclusion of the State Energy Race to the Top amendment to Shaheen-Portman as a means to foster innovation, create domestic jobs, and spur ideas to power our 21st century economy.”
