On July 30, 2013 Senators Jeanne Shaheen (D-N.H.) and Rob Portman (R-Ohio) introduced the Energy Savings and Industrial Competitiveness Act (S. 1392, Shaheen-Portman), a slightly revised version of a bill (S. 761) that they had introduced earlier in the year. On April 18, 2013 Representatives David McKinley (R-W.Va.) and Peter Welch (D-Vt.) introduced a House companion bill to Shaheen-Portman (H.R. 1616, McKinley-Welch). H.R. 1616 and S. 1392 are not identical, but they are very similar.
